INSTITUTIONAL SOURCES OF THE PROBLEM OF EFFICIENCY OF EXECUTIVE BODIES

Abstract.
In article on the basis of the methodology of the new institutional Economics analyses the institutional
mechanism regulating the activity of bodies of Executive power and practice of its application, addressed the problem
of enhancing efficiency of the legislative framework and their Executive bodies. The author carried out the analysis of
the regulatory framework related to the functioning of authorities at different levels. Examples showing the lack of
perfection of provisions of legal acts and in this regard costs incurred by both the state and its citizens. The aim of this
work is to identify the reasons for insufficient efficiency of activity of Executive authorities and proposed a set of
measures to overcome this problem. The authors formulate conclusions concerning the directions of improvement of
institutional mechanism regulating the activity of bodies of Executive power and system of an estimation of efficiency
of activity of these bodies Proposes some basic criteria in order to objectively assess the results of this activity.
"Quality", which expresses the level of performance of bodies of state management functions of the state in relation to
society in General and the citizen. "Efficiency" that reflects the level of performance of bodies of state management
functions of the state in relation to society in General and the citizen, comparable with the volume of resources
expended. The conclusion is made about necessity of presence of such factors as adequate level of skills and
competencies of managerial staff of these bodies. In order that the Executive branch was able to efficiently and
effectively perform its functions, requires a corresponding degree of authority and resource base of the units and their
optimal allocation across levels of the government system.
