INTEGRATION OF PUBLIC-PRIVATE PARTNERSHIPS IN THE STRATEGIC MANAGEMENT

OF REGIONS (ON THE EXAMPLE OF SUBJECTS OF SOUTHERN FEDERAL DISTRICT)

Abstract.

The priorities of the strategic development of the country and its regions are becoming more relevant

both in theoretical and in practical terms. The domestic economy is entering a new stage of development, which

involves the modernization of administrative functions through the implementation and application of dynamic strategic

planning processes. Not using the advantages of strategic planning, the subjects and objects of management at all levels

risk losing a sound assessment of the goals and results of development of the system as a whole. That is why the

streamlining of the tools of strategic planning of regional development is the basis of the implementation of effective

policy of the authorities, aimed at achieving the objectives of long-term socio-economic development of territories.

One of the conditions to ensure such development is a partnership of regional authorities, and business

community of the region. Current political, institutional, economic conditions socio-economic development of the

country and regions offer opportunities of cooperation of power and business structures using the mechanisms and tools

of strategic partnerships.

As a public-private partnership is one of the instruments of state control used to achieve the goals stated in the

regional strategy of socio-economic development, the partnerships must be integrated into the relevant regional

planning documents and programming. In this article, on the example of subjects of southern Federal district the paper

considers the process of integration of public-private partnership in strategic planning documents and forecasting of the

relevant subjects of the Russian Federation. It is concluded that most of the reviewed subjects such integration is

fragmented.
