ASSESSMENT OF THE POTENTIAL COMPATIBILITY DURING BUSINESS
CLUSTER POLICY IN RUSSIA

Abstract.
The purpose of this article is to assess the compatibility of the cluster of enterprises within the cluster
formation for a more effective implementation of the cluster policy in domestic conditions. Implementation of cluster
policy in the country could lead to the development of innovative enterprises, provided intracluster unified policy in the
cluster association and support from the state in the form of the necessary infrastructure and the regulatory framework.
The subject of this study is to cluster policy, the main research methods have become the method of analysis and
synthesis, method of scientific abstraction.
The article highlights the conditions for a successful implementation of the cluster policy in Russia and the importance
of indicators presented cluster groups. The article gives examples of regional clusters and designated priority areas in
their development, shows the possible results of the cluster policy in the Russian space, as well as discussed the
clustering process in the Omsk region.
The study noted the widespread creation of cluster development centers in regional clusters with Russia to
create the conditions for effective cooperation of small and medium-sized businesses, educational and scientific
institutions, non-profit and non-governmental organizations, public authorities and local governments, as well as
investors.
Author's contribution to the development of the cluster theory is a method of determining the compatibility of the
cluster of enterprises, which is calculated in a number of indicators that reflect baseline compatibility companies. This
technique has a practical significance for the management of enterprises, as well as heads of state authorities who
make decisions on the nature and direction of the cluster policy in the country.
